Marvin Glotfelty is a co-founder of Clear Creek Associates, a Registered Geologist in Arizona and California, and is also a Licensed Water Well Driller in Arizona. With this broad background in groundwater and wells, Mr. Glotfelty is recognized as one of the leading experts in water well design and construction technology in the United States. He was selected as the 2023 recipient of the most prestigious award given by the National Ground Water Association (NGWA), the Ross L. Oliver Award.
During his professional career of 37 years, he has been involved with the design, installation, rehabilitation, or decommissioning of about 1,000 water wells. He has given over 100 lectures and workshops to professional well driller and hydrogeologist organizations, water system operators, engineers, and university students in 17 different U.S. states and 5 other countries. He has authored about 20 publications, including a Glossary of Driller’s Terms (NGWA Press, 2004), and The Art of Water Wells (NGWA Press, 2019), which was recognized with an APEX 2020 award for publication excellence. In 2021, the Arizona Hydrological Society presented Mr. Glotfelty with its Lifetime Achievement Award.
Mr. Glotfelty has a depth of knowledge in the design and construction administration of water wells, and he is proficient in utilizing the data that have been collected to resolve site-specific issues with any local groundwater system or well construction challenges. For his innovative work on rehabilitation of municipal wells to improve their water quality, Mr. Glotfelty was awarded the City of Phoenix Mayor’s Environmental Award in 1995, and he was selected as the McEllhiney Distinguished Lecturer for the National Ground Water Association in 2012. Mr. Glotfelty’s experience includes design and construction management of over two dozen aquifer storage and recovery (ASR) wells in the Phoenix municipal area. His experience also includes design and construction management of over two dozen ASR wells in the Phoenix municipal area. Mr. Glotfelty has also served as program manager for several large-scale well installation programs, including serving as program manager for the design and installation of 10 ASR and production wells for the City of Phoenix, Arizona. He also provided preliminary well design and coordination of driller selection for a 110-well phase 1 drilling program for Excelsior’s in-situ mining program in southern Arizona.
Mr. Glotfelty has also provided litigation support related to water wells and hydrogeologic evaluations; served as a Forensic Consultant; and provided direct expert and rebuttal testimony in deposition, mediation, and adjudication hearings and before the Arizona Superior Court, California Superior Court, and United States District Court. He has provided litigation support to a wide range of clients including municipalities, attorneys, chemical companies, drillers, power companies, developers, utilities, and water agencies. He performed a comprehensive water resources evaluation for one of the largest rate cases for a private water company in the history of the State of Arizona. Specific tasks included submittal of reports as direct evidence, written rebuttal testimony, written surrebuttal testimony, written rejoinder testimony, and oral expert testimony and response to cross-examination.
